As I said in the previous note, we have worked on French recommandations about datasets's Metadata. The first issue was the gap between INSPIRE's rules and ISO 19115. Working under the French INSPIRE structure of coordination's umbrella (ie. the CNIG), with users from various public authorities and some very sharp experts (one was strongly involve in EC Technical guidelines), we tried build a bridge linking legal bank and standard's one.
We have produced recommandations towards software editors (in the end of the guide) because it becomes clear that they will have a great role in the understanding of the rules and recommandations by actors in the true life.
This guide is in French, but there is now some good in-line softwares which could help the interested ones, isn't it? The guide is under Open licence, which is a Creative Commons BY. You can download it here
We are working now on a Data Administrators Guide (issues about granularity, management of spatial data sets vs spatial data set series...) and on Technical guidelines for metadata of services.
Of course, we are open to all suggestions and will be very interested in your own works.
